Biotechnology Payroll Tax Exclusion
San Francisco offers a local Payroll Tax Exclusion from the current 1.5% tax for up to 7.5 years to qualified businesses engaged in biotechnology research and development.
Clean Technology Payroll Tax Exclusion
San Francisco offers a local Payroll Tax Exclusion for up to 10 years until 2020 for qualified businesses with less than 100 employees. Firms engaged in production, installation and related clean energy development may qualify.
Central Market/ Tenderloin Payroll Tax Exclusion
The Central Market/Tenderloin Payroll Tax Exclusion (CMTPTE) exempts businesses located within the defined exclusion area from additional payroll tax as they add new jobs during any six years in an eight-year period. This exemption area encompasses 73 office buildings with 3.3 million square feet of space. The effective date of the CMTPTE is April 20, 2011 and is available for an 8 year period. Any business, within the specified area, that is subject to payroll tax is eligible for enrollment in the program and is able to claim the exclusion for a maximum of 6 years.
Film Production/Scene in San Francisco
San Francisco offers a refund on all San Francisco Payroll Tax (1.5%) and City fees up to the amount of $600,000 during production within San Francisco of a feature film, television program or pilot.
San Francisco Enterprise Zone Tax Credit
UPDATE: The state’s Enterprise Zone hiring credit was repealed effective January 1, 2014, taxpayers can no longer qualify for San Francisco’s Enterprise Zone Tax Credit with respect to employees hired on or after January 1, 2014. Businesses may continue to apply for vouchers for qualified employees hired on or before December 31, 2013.
Payroll Tax Credit for businesses that have created new job jobs filled by individuals belonging to one or more of the targeted groups specified for the California State Enterprise Zone Program requirements with the added stipulation of the employee being a San Francisco residency. This is a ten year declining scale tax credit against the San Francisco Payroll Tax expense for new jobs created on or after Jan. 1, 1992.
Several changes to the original ordinance were adopted in July 2008. For employees hired on or after July 30, 2008 the amended ordinance does not require creation of a new job and changed the qualifications of the employees in several ways. Jobs Now! Program
The San Francisco Human Services Agency (SF-HSA) has been very successful in the use of available federal stimulus funds to expand subsidized employment opportunities; the JOBS NOW! program is now in its fourth year-long cycle, having been renewed every year since its creation in 2009.
Consistent with the goals of the federal stimulus package, the primary objectives of the JOBS NOW! program are to provide an immediate source of income for low-income families and to stimulate local economic recovery. JOBS NOW! builds upon several successful transitional jobs programs already in place at SF-HSA, which were designed to help unemployed individuals address barriers to employment, develop soft skills, gain work experience and progress toward self-sufficiency. JOBS NOW! participants will exit the program with stable employment history, leaving them better positioned to obtain an unsubsidized job when the stimulus period ends. The JOBS NOW! program benefits local employers by providing referrals of qualified workers and by offering a wage subsidy of $5,000 (5 month installments of $1,000) for the new hire of qualified. It’s a win-win!
